It is shipped directly to the purchaser without the requirement of a Federal Firearms License (FFL) transfer at the point of sale. However, the purchaser must comply with all applicable federal, state, and local laws regarding the possession, machining, and completion of unfinished receivers. Some states and municipalities impose restrictions on 80% lowers. It is the buyer’s responsibility to verify their local laws before purchase. Once machined into a functional receiver, the completed lower must be transferred through a licensed FFL dealer if sold or transferred to another party.
